Dynamics 365 for Finance and Operations is the more capable solution for managing a global network of customers and vendors. It does offer procurement and sourcing capability beyond what is offering Business Central. This capability is designed to help you manage a complex supply chain, helping large businesses manage hundreds of suppliers that might not be needed by smaller sized or simpler organisations. Business Central does have some great forecasting features that enables you to stay on top of your suppliers and customers, predicting what customers and suppliers are likely to be late with payments or deliveries and forecasting how much stock you need to order to meet your pipeline.
